NATIONAL TECHNOLOGY &
INNOVATION SANDBOX FUND
INTRODUCTION
The National Technology and Innovation Sandbox (NTIS) is a national initiative that serves as a ‘safe place’ for innovators to test their products, services, business models, and delivery mechanisms in a live environment, with relaxations on certain or all processes and/or regulatory requirements. In support of the NTIS programme, MTDC offers the NTIS Fund, which provides financing for relevant activities under the programme.
BASIC ELIGIBILITY
- Malaysian individual or Malaysian-owned company.
- Must have been successfully accepted into the NTIS.
TYPES OF SCHEME
- VALIDATION SANDBOX
- For technology and market validation only.
- Open to Private Limited (Sendirian Berhad) companies only.
- 1 year project duration.
- 70% matching funding in the form of convertible grant of up to RM500K.
- Mechanism: 70% convertible grant up to RM500K (Up to 20% convertible to Redeemable Convertible Preference Shares based on success trigger events)
- UNIVERSITY SANDBOX
For technology and market validation only.
Open to individual researchers from universities/RIs
Approved funds will be channelled via the university bursary.
Need to have a commercial partner ready.
Must have IP filed.
1 Year project duration.
- Mechanism: Full grant up to RM500K.
- COMMERCIALISATION SANDBOX
Commercialisation activities only.
Hybrid fund with Grant and Convertible Promissory Note (CPN) repayable over 4 years.
18 months project duration
Mechanism: 70% matching hybrid funding up to RM4mil.
- CORPORATE SANDBOX
For validation and commercialisation.
Must have established a corporate partner to co-invest with MTDC.
Convertible to Redeemable Convertible Preference Shares based on success trigger events.
18 months project duration.
Mechanism: Matching grant of 1:1 ratio up to RM2mil with corporate partner
- GLOBAL SANDBOX
For foreign market expansion or technology validation, or for the transfer of foreign technologies for localisation.
Localisation of the technology and any form of IP must be filed at the end of the project period.
1 year project duration.
70% matching funding in the form of a convertible grant of up to RM2mil.
Mechanism: 70% convertible grant up to RM2mil (Up to 20% convertible to Redeemable Convertible Preference Shares based on success trigger events)
SCOPE OF FUNDING
- VALIDATION & UNIVERSITY SANDBOX
- Technology licensing/consultation fees.
- Product registration/regulatory compliance costs.
- Cost of production for sandbox technology/product.
- Outsourcing costs
- IP-related costs, including novelty search, patent drafting, and legal fee.
- Technology validation activities.
- Market validation activities.
- Operational expenditures.
- COMMERCIALISATION, CORPORATE & GLOBAL SANDBOX
- Purchase of machinery and equipment.
- Technology licensing/consultation fees.
- Product registration/regulatory compliance costs.
- Cost of production for sandbox technology/product.
- Outsourcing costs.
- IP-related costs, including novelty search, patent drafting, and legal fees.
- Operational expenditures.
- Advertising, marketing, and promotional activities.

- Validation Sandbox: 12 months
- University Sandbox: 12 months
- Commercialisation Sandbox: 18 months
- Corporate Sandbox: 18 months
