NATIONAL TECHNOLOGY &
INNOVATION SANDBOX FUND
INTRODUCTION
The National Technology and Innovation Sandbox (NTIS) is a national initiative that serves as a ‘safe place’ for innovators to test their products, services, business models, and delivery mechanisms in a live environment, with relaxations on certain or all processes and/or regulatory requirements. In support of the NTIS programme, MTDC offers the NTIS Fund, which provides financing for relevant activities under the programme.
BASIC ELIGIBILITY
- Malaysian individual or Malaysian-owned company.
- Must have been successfully accepted into the NTIS.
TYPES OF SCHEME
- SINGLE SITE SANDBOX
- 100% funding (grant) for eligible costs, up to RM250,000
- Sandbox activities conducted at a single site only.
- Project duration: 6 months
- For technology validation, market validation, and regulatory compliance activities.
- MULTIPLE SITE SANDBOX
- Up to 70% funding (grant) for eligible costs, capped at RM500,000
- Sandbox activities conducted at multiple sites.
- Project duration: 6 months
- For technology validation, market validation, and regulatory compliance activities.
- COMMERCIALISATION SANDBOX
- Up to 70% funding (grant + convertible promissory note) for eligible costs, capped at RM4 million.
- For the commercialisation of validated technologies/products.
- Project duration: 18 months.
- For commercialisation activities.
- CORPORATE SANDBOX
- 1:1 matching funding between MTDC and an approved corporate partner.
- For validation or commercialisation activities.
- Project duration: based on project requirements.
SCOPE OF FUNDING
- SANDBOX 1 & 2
- Technology licensing/consultation fees.
- Product registration/regulatory compliance costs.
- Cost of production for sandbox technology/product.
- Outsourcing costs
- IP-related costs, including novelty search, patent drafting, and legal fee.
- Technology validation activities.
- Market validation activities.
- Operational expenditures.
- SANDBOX 3 & 4
- Purchase of machinery and equipment.
- Technology licensing/consultation fees.
- Product registration/regulatory compliance costs.
- Cost of production for sandbox technology/product.
- Outsourcing costs.
- IP-related costs, including novelty search, patent drafting, and legal fees.
- Operational expenditures.
- Advertising, marketing, and promotional activities.
*All costs described above are may be subject to capping/restrictions as determined by the Fund Approval Committeeittee
PERIOD OF FUNDING
- Sandbox Fund 1 & 2 – Not more than 6 months.
- Sandbox Fund 3 – Not more than 18 months.
- Sandbox Fund 4 – Subject to project scope.
